ARE THESE PRODUCTS NEW OR ARE THEY REFURBISHED? [TOP]

This is a frequent question, because our prices are so much lower than retail stores. Everything we sell is brand new, and comes factory sealed to your home with full warrantee. Products are built to your specifications and shipped directly from the factory to your home. We don't carry used or refurbished equipment through our internet division. Because of our high volume purchasing power, we usually have the newest models available before retail stores. Our philosophy is simple: To provide the best possible value to the customer by making the prices affordable. What we lose in markup is gained by volume. Our primary goal is to serve as a cost effective alternative for those without insurance and give them a cost effective alternative to in-home demo and retail outlets.


ARE THERE ANY HIDDEN CHARGES? [TOP]

NEVER. We are proud to offer UP FRONT PRICING. By shipping directly from the factory to customer and eliminating the salesperson's commission, we can save you hundreds or even thousands from retail store pricing. We have a high sales volume and low overhead, so we can pass the savings along to you. Many dealers advertise prices which do not include batteries or shipping, so they will give the impression of having a lower price. Our posted prices for shipped scooters and powerchairs INCLUDE free airline approved/sealed batteries, free freight within the continental USA, free battery charger, and there's no tax for most items. The free battery offer applies to scooters ordered by phone through our internet division, but not from our retail factory outlet stores. If we have to set up credit terms with a third party for corporate billing, there may be an additional handling charge.


HOW SOON WILL MY NEW SCOOTER OR POWERCHAIR ARRIVE? [TOP]

When you order from Discount Scooters, your brand new scooter will be custom built to order and shipped DIRECTLY from the manufacturer to your home in a factory sealed box. Manufacturing times vary depending on the manufacturer and seasonal demand, but most companies take 4-8 business days to build and test your new scooter. Once built and tested, most manufacturers ship via trucking companies such as APA or ROADWAY. The shipper will usually take 2-6 business days, depending on the distance from the factory to your home. Most customers report receiving their products in about 2 weeks, but it can vary from 1-3 weeks. The shipper will call the day before delivery to arrange a convenient delivery time.


WILL IT ARRIVE FULLY ASSEMBLED? [TOP]

Scooters usually ship to your home in 3 boxes, due to shipping and package size regulations. a) the scooter itself, b) the seat, c) the batteries. The batteries drop in and connect, and the seat slides on to the provided seat post. It only takes a couple minutes to put the unit together, and no tools are required. (some optional accessories such as mirrors, flags, and canopies are an exception and may have to be attached with tools) We're here to help by telephone if you have any questions. We recommend charging your new scooter or powerchair overnight before use, as the batteries come from the factory with only a partial charge.


WHAT IF I NEED WARRANTEE REPAIR/SERVICE? [TOP]

The warrantee is covered DIRECTLY by the manufacturer - through their network of authorized service centers nationwide, just as if you purchased it locally. All manufacturers have special toll free referral numbers set up to refer you to the closest authorized service centers in your region. While all warrantees cover parts, some do not cover optional travel mileage to your home or labor. If you have questions about a particular manufacturer's warrantee, click on the warrantee link from the model in question to view the details - or email us to ask.

Discount Scooters is not able to process any insurance claims for any insurance carrier including but not limited to Medicare.

If you think that you might qualify for Medicare coverage to purchase an indoor economy model, we strongly recommend trying this route first through a local dealer in your area. We suggest selecting a local dealer and establishing a working relationship with this dealer, so they will be willing and able to handle your future Medicare billable service call needs.

The following information is provided as a courtesy only, to help customers understand the Medicare process and to determine if they might qualify through a local dealer. Medicare's policies change often and we do not guarantee the accuracy of this information or the state allowable figures; which change periodically. Please check with Medicare directly, or your physician, for currently active information.

Most scooters qualify for potential reimbursement under Medicare and health care insurance companies as a power operated vehicle or (P.O.V.). Medicare must be your primary insurance carrier if you wish to file the initial claim with them. If you have secondary insurance, often they will pay any remaining amount that Medicare did not cover. If Medicare is your secondary insurance carrier, you must first file a claim with your primary insurance carrier, wait until you are reimbursed by them, and then file with Medicare for any remaining balance.

To file a claim with Medicare, a Certificate of Medical Necessity (CMN) is required. This form is used to determine if the scooter or electric wheelchair you have purchased is an indoor medical necessity, and must be filled out by your doctor. Medicare requests that the physician ordering a scooter be one of the following specialists: Physiatrist, Orthopedist, Neurologist or Rheumatologist. The beneficiary’s physician can write a prescription for a scooter when a specialist is not reasonably accessible. In this case a narrative statement should be provided by the physician indicating why the patient is not seeing a specialist and why they are ordering a scooter. The CMN for a scooter is DMERC 07.02B, while that for a power wheelchair is DMERC 02.03A. All questions in Section B on the CMN need to be answered by the ordering physician based on the patient’s condition. Please understand that Medicare is a slow process, and the approval decision is entirely at the discretion of Medicare and the physician. Your dealer does not approve or deny the claims, and cannot be held liable if you purchase a scooter and are then later denied by Medicare. We will be glad to answer Medicare related questions and suggest the correct paperwork, but we are not a Medicare provider and cannot submit your claim.

Listed below are some of the criteria that must be met in order to qualify for Medicare reimbursement.


Criteria for Scooters (HCPCS Code E1230) [TOP]

Certificate of Medical Necessity (click here) is used by Medicare to determine if the scooter is a medical necessity.

To be considered medically necessary, the following coverage criteria must all be met:

  • The patient is unable to operate a manual wheelchair within his or her residence and would otherwise be confined to bed.
  • The patient is capable of safely operating the controls for the scooter.
  • The patient can transfer safely in and out of the scooter, and have adequate trunk stability for safety.
  • The patient's condition must be such that a POV is required for the patient to get around WITHIN his or her residence. A POV that is beneficial primarily in allowing the patient to perform leisure or recreational activities will be denied as a non medic necessity.

The patient who requires a scooter usually cannot perform functional ambulation skills and has limited strength or use of the upper extremities. Medicare requests that the physician ordering a scooter be one of the following specialists: Physiatrist, Orthopedist, Neurologist or Rheumatologist.

Your physician must certify the above information. The physician must fill out a Medicare CMN (Certificate of Medical Necessity) form. The physician must also provide a prescription for the item and any narrative statements that might be necessary to qualify the claim. This could include a wheelchair evaluation by a Physical Therapist or Occupational Therapist or progressive chart notes and history of treatment from the patient's file.

Criteria for Electric Wheelchairs (HCPCS Code K0011) [TOP]

Certificate of Medical Necessity (click here) is used by Medicare to determine if the power chair is a medical necessity.

An individual who requires a power wheelchair is usually totally non-ambulatory and has severe weakness of the upper extremities that prevents them from self propelling in a manual wheelchair.

Medicare has certain coverage criteria to qualify a patient medically for a K0011. A power wheelchair would be considered medically necessary if the following coverage criteria are met:

An electric wheelchair is usually covered when the following criteria are met:

  • The patients condition is such that without the use of a wheelchair the patient would be bed or chair confined, and
  • The patients condition is such that a wheelchair is medically necessary and the patient is unable to operate a manual wheelchair (Question 7 on CMN).
  • The patient is capable of safely operating the controls of a power wheelchair (see documentation section).
  • The patient requires the use of a wheelchair to move around their residence. (Question 1 on CMN).
  • The patient has severe weakness of the upper extremities due to a neurological, muscular, or cardiopulmonary disease or condition (Question 6 on CMN).
  • The patients condition is such that a power wheelchair will be needed long term (at least six months).
  • The patient's condition is such that without the use of a wheelchair would be bed or chair confined.
  • Because part of Medicare criteria is that the patient be unable to operate a manual wheelchair, if Medicare has previously covered the rental of a manual wheelchair, the manual wheelchair must be returned to the company that supplied it before Medicare will cover the cost of an electric wheelchair.

If you are banking on the fact that you will be reimbursed by Medicare, but you want a little extra assurance before you purchase the electric wheelchair, you can file for pre-approval from Medicare. However, Medicare states that "if the review personnel make an "authorized" decision, this does not guarantee payment by Medicare for the product. An "authorized" determination is confirmation that the patients condition as described meets the criteria defined in the DMERC medical policies for the specified item."

Your physician must certify the above information. The physician must fill out a Medicare CMN (Certificate of Medical Necessity) form. The physician must also provide a prescription for the item and any narrative statements that might be necessary to qualify the claim. This could include a wheelchair evaluation by a Physical Therapist or Occupational Therapist or progressive chart notes and history of treatment from the patient's file.

Medicare's allowable reimbursement for a K0011 power wheelchair is 80% of approximately $ 4,895. plus the cost of batteries, special seating & leg rests and other specified options. This amount varies from state to state. Once again, your supplementary or co-insurance might pick up the remaining 20%.

We realize that once in a while and item may have to be returned, so this is our official return policy:

  • All orders will be shipped the most economical way possible. Our carriers will be used unless other instructions are given.
  • 1.5% finance charge per month will be charged on invoices over 30 days. 18% annually.
  • All Prices are subject to change without notice.
  • If you need to return a product, call customer service to obtain a return authorization number.
  • All Returns require authorization. Any item shipped to us without return # on box will be refused.
  • No returns accepted after 10 days from the date of receipt or in used condition.
  • All returned items are subject to a 25% restocking & handling fee plus freight both ways.
  • All returned items are subject to inspection for use and damage before credit is issued. You may incur additional charges if product is returned in damaged or used condition. (scratches on plastic shrouds, wear on tires, etc)
